Who can join?
Anyone may join, but it is preferable that you only join if you are willing and capable of helping. That means you should have talked to either Lukannon or Polydeuces first, unless you plan only on editing and touching up articles. Remember, all articles is available even if you don't join, so if you only plan to use this as an information source rather than directly helping, then there's really no need in the first place.
